Sourcing R129 car seats: a checklist for brands and importers

Before you sign with a car seat factory, check these points. They come straight from what R129 requires — and from the questions we get asked by buyers.

Approval

  1. Who holds the approval? The application is made by the trade mark holder or its representative (§3.1). Clarify whether the approval will be in your brand’s name or the factory’s.
  2. Which series? Approval numbers starting “04” are current; “03” approvals face the 1 Sep 2026 / 2027 transitional dates.
  3. Which category and range? i-Size, i-Size booster seat, Universal Belted, booster cushion or specific vehicle — and the exact stature range.
  4. Can we see the test report? It records sled type, pulse, dummy readings, head excursion and the approved stature range (§8.2).
  5. How is conformity of production handled? Authorities normally verify CoP twice a year (§10.3); ask for the CoP plan and recent results.

Product

  1. Size envelope — ISO/F2x, ISO/R2 or ISO/B2 for universal categories, or a vehicle list for specific vehicle seats (§6.3.2.2).
  2. ISOFIX mass cap — seat plus heaviest child ≤ 33 kg (§6.3.2.3).
  3. Materials — EN 71-3 toxicity declaration and EN 71-2 flammability (§6.3.1).
  4. Buckle and adjusters — red release area, 40–80 N opening force, 5 000-cycle durability (§6.7).
  5. Covers — R129 requires the user be told the seat must not be used without its approved cover (§14.3.15); plan replacement covers accordingly.

Labels, manuals and packaging

  1. All mandatory labels in the required sizes, with green belt routes only (§4).
  2. Packaging notices in each market language, including the 15-month warnings (§14.2).
  3. Full instructions, or a quick-start guide plus a digital manual available for at least 10 years after production ends, with no personal data required (§14.4).
  4. Specific vehicle seats: vehicle list visible at point of sale (§14.2.5).
  5. Any change to the product notified to the authority before production (§11).
