R129 type approval and conformity of production (CoP)

How an R129 approval is obtained and kept: the dossier, the Technical Service tests, five-seat production qualification and ongoing conformity of production.

Who applies

The application is made by the holder of the trade mark or its accredited representative, following the type approval scheme in Annex 11 §3.1. In practice a brand often applies with its manufacturer’s support, working with a Technical Service (the accredited test lab) designated by a Type Approval Authority.

The application dossier

  • Technical description, materials, behaviour of any load limiters, drawings of all parts, retractor instructions, and declarations on toxicity and flammability; drawings show where the approval mark goes §3.2.1.
  • The category being applied for — or an allowed combination with only one belt route §3.2.2.
  • For specific vehicle seats tested in a body shell or vehicle: drawings or photos of the car environment and anything that could interfere with the seat §3.2.3, §3.2.7.
  • Samples as requested, 10 m of each type of strap, and the instructions and packaging details §3.2.4–3.2.6.

Annex 20 lists the minimum documents. Before granting approval the authority verifies that satisfactory CoP arrangements exist §3.4.

Approval and test reports

Each sample must meet §6 and §7 in every respect §5.1. Test reports record, among other things, the sled type and pulse, the time of maximum head displacement, the buckle position, any failure or breakage, all dummy readings, the bench installation belt forces and the approved stature range for all categories §8.2. The approval is notified to other contracting parties on the Annex 1 form §5.3.

Production qualification

Before series production, the Technical Service that did the approval qualifies the production §9:

  • five seats are crash tested under the conditions that gave the largest head excursion in approval (misuse configurations excluded);
  • no head excursion may exceed 1.05 × L, and the mean plus one standard deviation must not exceed L;
  • injury criteria must meet Table 4, with the X + S check applied to 3 ms values for information;
  • markings and instructions are re-checked.

Seats made of modules are qualified module by module §9.2.

Conformity of production

CoP follows Schedule 1 of the 1958 Agreement with the minimum requirements of Annex 12 §10. The authority may verify the CoP methods at any time; the normal frequency is twice a year §10.3. CoP is assessed against the provisions in force when the approval (or extension) was granted §10.2. If production fails the checks, the approval may be withdrawn §12.

Changes and extensions

Any modification is notified to the authority, which either accepts it as not adverse or asks for a new test report §11.1. When a new report is needed, the horizontal head excursion is compared with the previous worst case: if it is greater, production qualification is repeated §11.4. If production stops for good, the authority is informed §13.

What this means for a brand sourcing seats

  • Ask which series the approval was issued to and whether it is affected by the 1 September 2026 / 2027 cut-offs.
  • Check that the approval holder, trade mark and the product you will sell match — and how CoP audits are handled.
  • Budget for packaging and manuals in each market language, and for the 10-year digital manual obligation.

Our R129 sourcing checklist turns this into questions to ask a supplier.

This page summarises UN Regulation No. 129 as consolidated up to Supplement 4 to the 04 series (published in the EU Official Journal as 2026/1534). It is guidance, not legal advice: only the authentic UN/ECE texts have legal effect, and approval decisions rest with the Type Approval Authority and its Technical Service.
